Vintage Photo - Did this train fall prey to the 1938 hurricane?

My grandfather worked for the railroad but I don't remember any stories about this particular visit my dad made with him to the tracks.  My dad looks to be about ten years old.....could it have been in Connecticut after the Hurricane of 1938?
